Job purpose

The Director of Clinical Services (RN) is responsible for the administration and clinical management of nursing and laboratory employees at Heartland Community Health Center. This role oversees an interdisciplinary team of adult and pediatric RNs, LPNs, Lab employees, and Clinical Program Coordinators. The Director of Clinical Services will coordinate culturally competent healthcare for a diverse patient population: gender, sexual orientation, race, etc. This position is expected to ensure all are welcomed, including patients and staff.

The Director of Clinical Services will work alongside health center administrators to monitor budgetary management, lead the activities of the nursing team, provide clinical direction and care, and ensure clinical safety compliance.


This role maintains facility standards in nursing care and practice according to all regulatory requirements and accreditation standards. This position is responsible for clinical quality and compliance with all applicable and regulatory requirements. This individual drives team work, leads by example, and has a focus on quality patient care.


Duties and responsibilities

Administrative Functions:

  • Integration and management of departments with regard to staffing and supervision, equipment, purchasing, billing and charge collection, quality improvement activities and staff development.
  • Plan, develop, organize, implement, evaluate, and direct the nursing services department as well as its programs, trainings, and activities.
  • Manage clinic schedule blocks and plan clinic huddles.
  • Maintain written policies and procedures that govern the day-to-day functions of the nursing service department and ensure that personnel comply with such policies and procedures.
  • Review nurses’ notes to ensure that they are informative and descriptive of the nursing care being provided.
  • Oversee and maintain data entry, inventory, and clinical audits to support programs, such as, but not limited to: Vaccines for Children Program, Accuvax, Refugee Medical Screens, etc.
  • Ensure that all nursing and lab employees follow their respective job descriptions and responsibilities (i.e., BLS, CPR, etc.).
  • Serves as clinical lead for Patient Centered Medical Home (PCMH) attestation and related workflows.

      Clinical Safety & Infection Control Functions:

      • Oversee day-to-day operations of nursing staff, including safety guidelines, infection control, patient adverse events and safety and maintaining a clean work environment.
      • Coordinate the rotation and schedule of Biohazard pickup for all locations.
      • Participate in developing, planning, conducting, and scheduling in-service training classes that provide instructions on “how to do the job,” ensure a well-educated nursing service department, and meet OSHA and FTCA guidelines for required annual in-services.
      • Ensure and maintain compliance with codes, standards and regulations including but not limited to those of local, state and federal authorities, Federally-Qualified Health Center, and OSHA as well as Standards of Nursing Practices.
      • Report occupational exposures to blood, body fluids, infectious materials, and hazardous chemicals in accordance with the facility’s policies and procedures governing accidents and incidents.
      • Participate in the implementation and maintenance of the infection control program for monitoring communicable and/or infectious diseases among patients and personnel.
      • Participate in the development, implementation and quality control maintenance and audits of the procedures for reporting hazardous conditions or equipment.
      • Coordinate OSHA inspections of sites and quality control of equipment to detect safety or compliance concerns.


      Laboratory Functions:

      • Directly responsible for maintaining Heartland’s CLIA waiver compliance standards and submission.
      • Manage Lab employees.

      Equipment and Supply Functions:

      • Ensure that an adequate stock level of medications, medical supplies, equipment, etc., is maintained on premises at all times to meet the needs of the patient, and that supplies are used efficiently to avoid waste.
      • Participate in the maintenance and implementation of the facility’s quality assurance program for the nursing service department.
      • Assist the Director of Pharmacy with overseeing the ordering of clinic-administered medications and medical supplies for all clinic locations.


      • Current Kansas RN license
      • Current BLS/ACLS certification
      • Minimum of 5 years’ experience in outpatient nursing or public health administration preferred
      • Minimum of 3 years' management or supervisory experience preferred.



      • Schedule: Full-time exempt.
        • Hours Mon-Friday, Flexible scheduling between 8:00AM-7:00PM (as needed) (average 40 hours/week)
      • Location: Heartland Community Health Center & Heartland at Panda Pediatrics
        • Schedule may be altered by supervisor(s) as needed to allow for completion of expected duties of the position.
